3/21/12 Email from Charles Russell to Ormond Beach staff and others
Mr. Kelley:
I fear that I completely failed to help you understand the extent of my frustration and anger over flight school plane constant, loud and obnoxious noise. They have passed far beyond anything remotely acceptable. Flight school planes operating out of Ormond Beach airport are not only a serious safety risk, they are responsible for significantly reducing the quality of life and property values for Ormond Beach citizens living within miles of the airport.
You previously stated that if Mr. Lichliter’s efforts to gain compliance with the alleged flight paths did not yield results that you would bring flight school owners into city hall and make your own effort at compliance. In my view, Mr. Lichliter has made an honest and valiant effort to gain compliance and yet has completely failed in that effort. Flight school owners and pilots have zero incentive to comply. They face absolutely no consequences for non-compliance and therefore do not comply. “Voluntary compliance” remains the same “sick joke” that was identified during the months of citizen meetings to end the flight school plane problems.
As far as I know, you have yet to call a meeting of flight school owners and let them know how completely unacceptable their violations of the flight paths are. I urge you to schedule that meeting as soon as possible. I also urge you to not allow owners to get away with baseless claims that their planes do not violate the flight paths. If they want to advance the invalid argument that Mr. Echelberry’s photos of their planes violating the flight paths do not establish violations, allow them to confront Mr. Echelberry and advance their baseless claims. Many of us would gladly support Mr. Echelberry and none but other owners would support their lies.
Mr. Kelley, it is long past time for you to exert strong leadership and put an end to this growing problem. Please act now.
Charles G. Russell
