Mr. Echelberry,
The flight school involved in your low flying aircraft
complaint has been notified and will advise the flight instructors to at all
possible avoid flying over your home at low altitudes. There are certain
circumstances that may require an aircraft to fly over your home that is out of
the pilots control. Such items would include air traffic avoidance from ATC air
traffic control separating aircraft while flying in the pattern at the airport.

Prior to this email received Mr. Owens called me. He investigated the incident
and determined that the flight school involved was involved that day doing
simulated flying under a low cloud cover (that was not there) at 450 feet while
circling the airport. I told Mr. Owens the safety issue is that if
an aircraft flying that low over my house or others that far from the airport
will never be able to glide back to the airport in case of an emergency.
Nothing was done, except what you read above. Case closed for the FAA.
