February 10, 1971 On Feb. 10, 1971 at 12:05 am at 806 NW 2 Ave. and the Reno Bar at 819 NW 2 Ave. three men were exchanging gun fire at each other.  Two unknown N/M's on the east side of teh street and one N/M Frank Neely on the west side of the street.  Officers Harbin, (Robert) Myers, (Norm) Echelberry and (Ted) Seaman arrived on the scene.  Shots still being fired at the officers now.  Harbin yelled to Neely several times to drop his gun, which he had aimed at the back of Myers and Echelberry.  Finally, Officer Harbin shot Neely, downing him.  The other two suspects ran into the Reno Bar and fled out the rear.  Officers Seaman, Myers and Echelberry gave chase with the assistance of the T.O.P.
